Angelo Luppino Inc., of Iron Belt, Wis., submitted the low bid among three received by the city. City manager Scott Erickson said 60 percent of the project will be financed by a grant, with the library covering the rest.     KIMBALL, Wis. - Lisa Paulette (Henning) Waldros, of Kimball, tragically lost her life March 12 in a fire. She was a wife, mother, grandmother, sister, daughter and dearest friend.
