Xcel Energy workers began upgrading area street lights to LED this week, a measure expected to save costs for communities and be environmentally beneficial. Carli, of Saxon, Thursday, the second person charged in the March fire that burned down the Bear Trap Inn and resulted in the death of Lisa Waldros.
