    HIDALGO, Texas (AP) - The first wave of National Guard troops has taken up observation posts along the Texas-Mexico border.     WARREN (AP) - The body of a 100-year-old suburban Detroit woman was found in her flooded condominium basement Tuesday, a day after heavy rain swamped much of the area and stranded motorists on water-clogged streets and freeways.     SAXON, Wis. - Attendance at the 2014 Iron County Fair lsat weekend topped 5,000. According to fair officials, 5,138 wrist bands were issued throughout the weekend, with children 5 and under getting in for free.
